Why the need to (re)certify?
Fall arrest systems are required by OSHA to be recertified on a yearly basis in addition to regular checks before each use. If damage to a system or user equipment is found, the fall arrest system must not be used until it has been inspected and repaired by a qualified person.

OSHA 1926.502(d)(21)
"Personal fall arrest systems shall be inspected prior to each use for wear, damage and other deterioration, and defective components shall be removed from service."

General industry standard ANSI Z359 2007, section 5.5:
"Fall protection and rescue equipment shall be inspected on a regular basis not to exceed one year (or more frequently if required by manufacturer's instructions) by a competent person or competent rescuer, as appropriate, to verify that the equipment is safe for use. The inspection shall be documented."

Instituting an OSHA-compliant fall protection plan and resolving fall hazards, along with a worker training program, are necessary for any company in which workers need to work at heights. Protecting workers' safety and resolving fall hazards can help insurance and worker's compensation considerations, as well as foster a more conscientious and responsible working environment.
